This document has been written following several conversations between Amelisa of the Museum of Army Flying and Tim Joyce of Hoop. It is based on some excellent documents that Amelisa has put together by way of a brief.
The museum of Army flying would like a design that is at least as good as that of their close neighbours the Tank Museum (http://www.tankmuseum.co.uk/). This is a sophisticated site, and therefor considerable time has been allocated to design work. The initial site will not have as much content as the Tank Museum, but will form a solid basis for growth in coming years.
The general information that has been supplied (leaflets, museum guides etc) are not considered good examples of Museum of Army Flying design and so should not form the basis of a design for the website!
A main menu bar will consistently appear on each page. It allows navigation to all the main areas of the site and will consist of the following items:

This page will feature the Museum's logo and an attractive design. The structure of the page will be designed to be flexible and fast loading so that the items on the page can be readily changed. The home page will have links to each of the sections of the site.

There are no special requirements for hosting the site, so the site will probably be hosted with the Museum's current ISP. Details to be supplied.
The Arm Air Museum will use the domain name www.flying-museum.org.uk which has already been registered.
The single most important factor in making the site a success is how well it is promoted, both on and offline. We have tried to keep the development cost for the site down so that as much money as possible can be invested in online promotion. As with traditional promotion, the more time and effort spent pushing the message, the more effective the promotion is.
Online promotion can be broken down into 4 areas:
Online promotion is a complex area, so Hoop will provide a specialist consultant to advise The Museum before a potential campaign is undertaken.
This is all about encouraging links to the site from people who might find the site useful. The promotion is generally carried out on an ongoing basis via email and newsgroup posting. Broadly it involves networking with customers, suppliers and companies in related businesses.
An essential first step in online promotion is to get the site registered with search engines, therefor Hoop propose an initial search engine 'push'. This involves the following:
The bulk submission, whilst great in principal, tends not to produce great results, mainly because the search engines covered do not themselves generate much traffic. Additionally bulk submission software is far from perfect.
Banner Advertising, although expensive, can achieve good results when targeted correctly. It involves buying advertising space on other websites where a banner can be displayed. An alternative mechanism is a process called banner exchange, this involves putting banners on your site in exchange for banners appearing on other peoples sites. Banner exchange does not tend to be very effective for 2 reasons; you loose about twice as many people from your site as visit you through the exchange, and the visitors you get tend not to be well qualified.
A banner campaign will be considered and costed against other promotional activities.
It is anticipated that the Army Flying Museum will require occasional maintenance to update press releases and make other small changes. The best way to do this is for HOOP to make the amendments and charge on an hourly basis. More significant changes to the site will be made by HOOP when required and will be quoted for as separate jobs.
The Museum will therefore have no ongoing maintenance charges payable to Hoop.

The figures are provisional, and are subject to change following the agreement of the proposal. HOOP charge £40 per hour for Web Site development, giving a total cost for building the site of £2,200. (ex VAT)
